With the world witnessing mass vaccination, San Marino has allowed free movements to citizens with vaccination certificates. The San Marino Council recently approved Decree-Law 109, placing a green vaccination pass. The digital vaccination certificate covers Sars-Cov2, negative or past infection results.
The pass comes with a one-week validity after 15 days of the first dose. After that, citizens need to request the certificate digitally or on paper.
The ISS is equipped with the authority to issue the pass, allowing citizens and residents to move without restrictions.
Lorenzo Spadoni (San Marino Innovation’s President) stated that the digital certificate is crucial to align the European Union’s technological standards with the Republic, ensuring interoperability while adding a global certification process based on blockchain. Spadoni added that the certificate comes with two QRs:
The first code works with the requirements of the European Union, and the authorities can instantly approve it. The second code comes with the ability to be verifiable anywhere by anyone. Once the code is scanned, it provides access to a web app that renders the certificate’s validity.
The innovative solution allows certificates’ verification in regions other than the European Union. VeChain, an esteemed blockchain platform, helped in developing the certificate. DNV, the pioneer in digital solutions and leader in assessment services, also took part in the process.
Renato Grottola (DNV’s Global Director Growth) stated that the digital certificate is portable and allows verification without any specific app’s use. In addition, VeChain’s blockchain network and NFTs help the certificate garner confidence and reliability regarding its security, legitimacy, and authenticity.
Sunny Lu (VeChain’s CEO) said that the platform introduced the idea of enterprise NFTs. The digital certificate is the ideal example of the approach as it helps the authorities fight the health outbreak. Based on the proof-of-authority consensus, the VeChain blockchain offers a balanced structure to the private & public sectors and the government. It allows them to collaborate and develop a universal, standardized verification mechanism.
Digital COVID Certificate: A Blockchain Solution
The digital certificate by San Marino Innovation uses a public key for validation and issuance. It makes sure that the authenticity, control, and integrity of the data stay intact. S.p.A performs the CSCA’s (Country Signing Certification Authority) functions temporarily while issuing the certificate for private/public key generation needed for the certificates.
The certificate is seen as an efficient development derived from multi-layered collaboration between DNV, VeChain, and public entities within San Marino. The WHO witnessed the technology and solution backing the certificate for the first time in June at a committee meeting.
